The Town Hall (aka City Hall) is a cultural center for your village. In it you can organize festivities, and these celebrations will increase the number of your culture points, depending on the size of the party. A town hall is something that you want to have at level 1-5 or level 18-20. You get a greater benefit if the town hall is upgraded more.

Upgrades to the town hall allow for faster and larger parties to be held and also increase culture points by a greater degree. At level 1, the Little party (500 culture points) can be held, and at level 10, the Big party (2000 culture points; increased effectiveness of senators) can be held.

To build a town hall one must first upgrade the Main Building and Academy to Level 10.

Total¹ - Sum of all resources, needed to build current level
Total² - Sum of all resources, needed to build current + all previous levels
Return investment (months:days:hours:minutes) - show the time needed, to can Town Hall be profitable, measuremented with Culture Points, on base Little party(¹) and Big party(²)
Example:
Town Hall 20 = 2085585 resources = 102,59 Little party (in resources)
102,59 Little party = 51293,29 Culture Points
Town Hall 20 produce 192 CP/day, so it will need 267,15 (decimal) days to produce 51293,29 CP, whose resources are not spended for Little party, but for Town Hall.
But after that, Town Hall will produce Culture Points for Little party every 02:14:30 days
