From Travian v2 Wiki (S2-S6), the encyclopedia anybody can edit

In the Trade Office you can upgrade your merchant's carts and improve them with better horses. The further you upgrade this building the more resources will your merchants be able to carry.

Each level increases the capacity with 10%. In the end your merchants will be able to carry 3 times the original amount. At level 1 it adds 10%, and at the subsequent levels (20 levels in total) it adds 10 more for a total of 200%.
